Although Rep. Baird hasn't taken a public stance on the DREAM Act, he has states the need of a practical way to deal with the undocumented population in the United States. Strengthening the border is the first step he believes should be taken before resolving the issue of the estimated 12-20 million undocumented immigrants in the country.

Rep. Baird acknowledges the need of border security before solving the issue of the undocumented population in the country. He has voted in favor of giving undocumented individuals benefits such as in-state tuition, welfare, and health care services. In 2003, Rep. Baird voted against an amendment to fight foreign IDs for undocumented individuals. The Amendment would restrict government services on consuler-issued ID cards. Rep. Baird also voted no on reporting undocumented immigrants who receive hospital treatments.
