Rep. Bishop is currently not a co-sponor of the Dream Act. He is a 4th term Democrat from New York and unless his consitutents are anti-immigrant reform, there should be no reason for his lack of sponsorship.
He seems friendly to education bills. Perhaps, we can convince him to co-sponsor it and amend the DA into an education bill.
