<b>Heller, R-Nev., said he has spoken with Sen. Marco Rubio, R-Fla., and is open to his legislation being advertised as an alternative to the Democrat-sponsored DREAM Act.</b><br />
<br />
&quot;I am very interested in what his proposals are because I believe there are answers to this issue,&quot; Heller said during an interview. &quot;I am interested for some kind of a compromise that moves this ball forward. I am hoping that whatever Rubio does propose is something I can support.&quot;<br />
<br />
<b>Heller has opposed the DREAM Act, saying it amounts to &quot;amnesty&quot;</b> by offering a path to citizenship to students and young people brought into the United States as children if they pursue higher education or join the military.<br />
<br />
<b>The Nevadan said Rubio has been coy about sharing details even with fellow Republicans. Heller said he could not say whether whatever Rubio produces may also amount to an &quot;amnesty&quot; that he might reject.</b><br />
<br />
<b>&quot;It depends on what it says,&quot; Heller said. &quot;I am open to see what he is doing. I am not saying I support whatever he is doing but I am open to discussions on what he is trying to achieve.&quot;</b><br />

Heller support for what some call &quot;DREAM Act Lite&quot; could give him something to show the Hispanic community in Nevada that he is trying to court as he seeks election this fall.<br />
<br />
Many in the community, however, prefer the full DREAM Act and are viewing Rubio warily. But with Congress at an impasse over immigration reform, the Florida senator has gained attention for moving forward with a new approach.<br />
<br />
White House officials and Senate Majority Leader Harry Reid of Nevada have challenged Rubio to put his plan on paper.<br />
<br />
&quot;In anything we do in life, the devil is in the details. So let's see what Marco's going to come up with,&quot; Reid said in an interview with the Spanish-language Univision network that aired Sunday.<br />
<br />
Reid said he would not support a proposal that did not include a path to citizenship.<br />
<br />
In the interview, Heller also said he does not plan to bring up the issue of gay marriage in this year's Senate race even though he and Rep. Shelley Berkley, his Democratic challenger, clearly have opposing views.<br />
<br />
Berkley last week embraced President Barack Obama's announcement that he believes same-sex marriages should be legalized.<br />
<br />
&quot;I have been a longtime supporter of marriage equality for all Americans and am glad President Obama has embraced this civil right,&quot; Berkley said.<br />
<br />
Heller, on the other hand, said last week he believed &quot;marriage is between one man and one woman and (I) would not support changing that.&quot;<br />
<br />
Nevadans in 2000 and 2002 voted by majorities of almost 70 percent to add a clause to the state constitution that &quot;only a marriage between a male and female person shall be recognized and given effect in this state.&quot;<br />
<br />
Gay rights advocates say they believe the mood of the electorate has tempered over the past decade although there have been no recent measures of voter sentiment.<br />
<br />
Either way, Heller said he is not touching gay marriage.<br />
<br />
&quot;I don't want it to be the issue in the campaign,&quot; he said. &quot;I truly don't want this to be the issue. I want to talk about jobs, the economy, foreclosures. I want to talk about energy prices.<br />
<br />
&quot;Those are the issues of this campaign. I believe all the rest of the stuff is just a diversion from the issues of the day and I am not going to get stuck on those things.&quot;<br />

Computerworld - WASHINGTON - There's a new push in the Senate to set aside as many as 55,000 green cards to science, technology, engineering and math graduates -- so-called STEM workers.<br />
<br />
<b>U.S. Sen. John Cornyn (R-Texas) introduced a bill Tuesday to make green cards, or permanent residency, available to students who earn an advance degree, master's or Ph.D. from a research university, meaning a university that has received a federal funding for research.</b><br />
<br />
To accomplish this, Cornyn's bill eliminates the so-called diversity lottery, which today makes 55,000 green cards available via a lottery, and makes those visas available instead to STEM grads.<br />
<br />
The legislation, called the Securing the Talent America Requires for the 21st Century Act of 2012, or STAR Act, doesn't appear to increase the overall number of green cards allocated annually.

Three undocumented young people were named as plaintiffs, along with four Democratic House members, in a lawsuit filed on Monday by nonpartisan lobbying group Common Cause. The suit goes after the Senate's filibuster rule, which forces a bill to overcome a supermajority (of 60 votes) to end debate, while passage of a measure requires only 50 votes.<br />
<br />
The Dream Act, which would let some undocumented immigrants gain legal status if they meet a number of requirements, passed the 50-vote threshold in December 2010 with bipartisan support. But it fell short by five votes of the 60 needed to end debate.<br />
<br />
&quot;I was really frustrated when I saw the Dream Act; it was basically cheated justice,&quot; Caesar Vargas, an undocumented plaintiff on the lawsuit, said at a press conference on Tuesday. &quot;I say that the Dream Act won by five votes. It was the unconstitutional filibuster that caused it to not proceed.&quot;<br />
<br />
Legislative passage of the Democratic-sponsored Dream Act is nearly impossible this year, filibuster rule or not. The bill is opposed by a majority of Republicans in both chambers. The dynamics of the Senate have not changed enough to help it; the Senate would still fall short of 60 votes (as it did in 2010).<br />
<br />
Still, the lawsuit is a new approach to advocacy for the bill and adds to a larger effort on behalf of filibuster reform that would leave the chamber less vulnerable to manipulation by the minority party.

If the Republican Party wants to get rid of big government, perhaps the members of the Republican Party who receive campaign money from big business should convince big business to start regulating itself by creating its own regulatory board that would work to convince its members to not outsource jobs and offer affordable health insurance. Insurance premiums should be based on what one earns since it’s unfair to expect an employee barely above minimum wage to pay the same amount as would a multi-million dollar salaried CEO.<br />

			<content:encoded><![CDATA[<div>Illegal-immigrant students and some House Democrats sued the Senate this week to try to overturn the upper chamber’s filibuster rule, arguing that the 60-vote threshold applied to most major legislation violates the Constitution and is blocking important legislation, such as legalization for illegal immigrants.<br />
<br />
If successful, the lawsuit filed Monday would rewrite the way the Senate operates. But courts have generally been reluctant to meddle in internal congressional rules, making it an iffy question whether it would ever get to that point.<br />
<br />
Still, the effort mixes two thorny issues: immigration and the separation of powers — and is likely to help keep the former in the news through this year’s presidential election.<br />
<br />
Plaintiffs argue that a 2010 vote on the Dream Act — legislation to legalize illegal-immigrant students and young adults brought to the U.S. by their parents — was illegal. The 55-41 vote fell five shy of the 60 needed to overcome a filibuster.<br />
<br />
“The filibuster is exactly that — it’s a rule that’s crippled our system of government. Undocumented youth, perhaps like no other group, understands about the legislative process,” said Caesar Vargas, one of the plaintiffs, who went through college and law school and could benefit from the Dream Act. “We have lived it; we have shed tears for it. And we have seen a minority able to cripple dreams.”<br />
<br />
The filibuster is not found in the Constitution, but rather is a Senate rule that stems from the chamber’s tradition of extended debate. Lawmakers used to use that debate privilege to talk legislation to death, so the Senate came up with the “cloture” rule that, after several changes, now allows debate to be cut off if 60 of the 100 senators vote to do so.<br />
<br />
Use of filibusters has grown dramatically in recent years as the minority party has turned to it repeatedly — so much so that every piece of major legislation is now assumed to need 60 votes to succeed. Many top nominations are also held to that same standard.<br />
<br />
In the past decade, Republicans contemplated forcing through a rules change that would have outlawed filibusters of judicial nominations, but a bipartisan group of senators came together to head off that effort.<br />
<br />

GOP-led filibusters have blocked all of Mr. Obama’s tax-increase proposals and stalled some of his nominations over the past two years.<br />
<br />
In the case of the Dream Act vote in 2010, the filibuster was bipartisan: Five Democrats joined nearly all Republicans in voting to block the bill.<br />
<br />
Now, Mr. Vargas and two other Dream Act-eligible students are suing, along with four Democratic members of the House, and Common Cause, a group that pushes for campaign-finance restrictions.<br />
<br />
Their suit names Vice President Joseph R. Biden, who is president of the Senate, and three top officers of the chamber: the secretary of the Senate, the parliamentarian and the sergeant-at-arms.<br />
<br />
The members of Congress said the Senate filibuster rule hurts them by diluting the power of their vote.<br />
<br />
“It invalidates my vote for significant legislation favored by the majority,” said Rep. Henry C. “Hank” Johnson Jr., Georgia Democrat, who is part of the lawsuit. “This is not right, and it is definitely not fair. The filibuster is no longer useful, and it needs to go.”<br />
