Mine starts with a 2 and it's fairly new so I think your whole theory is false

I think you have this idea you can only get social security numbers with a 7 or an 8. They say they have opened up the number 8 since mid 2011. It doesn't say anything about them not issuing anything with another number. There were numbers free previously and the numbers are now random unless you fit into one of their group things in which case they will handle you accordingly.

This means you can get a number starting with a 1,2,3,4,5,6,7, or 8 if one is available. You CANNOT get a number starting with a 9 because it says they don't issue numbers starting with a 9.

This means anyone here can get 1-8 number as their first digit, but due to the fact that most numbers starting with a 1-7 are taken as they were issued previously this means you are most likely to get a number with an 8 since that series of numbers was opened and likely has the most slots. Basic probability and understanding of math tells us this.

Hopefully this is clear now. I'm not sure exactly what certain groups entails for number 7 so the above may not hold true in certain cases if you fit a certain group criteria for number 7.

That's not what it says. They wanted to get more possible number combinations so they added 7 and 8 as a possibility for everyone.

I just got mine and it starts with a 3.

EDIT:
I just checked my (green card holder) friend's social. Starts with a 7 was issued in around 2007. It's still random. Definitely not just 7 or 8. And resident aliens can get a 7.

Mine starts with 6. I live in CT and used to be that CT were issued socials with a 0 but its no lonher true

It's actually not what it says, they opened up numbers that weren't opened previously.

Besides it doesn't matter what your SSN is its not like you go out blabbering it to people.. And if you did, you'll be in a world of trouble my friend.

Mine starts with a 7, and when I amended my past taxes I had an issue with 2009 cause the system would accept the number seven.
