I was also denied a Capital One Secured CC because my credit history was non-existent. I applied for a Wells Fargo Secured CC and was approved after they requested that I fax them a copy of my SSN, I guess because they couldn't find my credit history either and they wanted to verify that the SSN was real.

Go to open a bank account at Wells Fargo and ask for the Secure Credit card, they will require you to deposit some money in that card so they can give you some credit. I know it doesnt make sense but they just want to secure their money, anyways once you start using that credit card remember to use ONLY 30% of that credit card a month. Do not use up the whole card because if you do they will see that you depend on that credit card a lot and your credit will not go up a lot.

Use that card like I told you and then they will increase your credit card amount, I believe you start at $500. Check out my link I wrote a blog about this
