Sounds like an EO to end the original DACA memorandum and creating a new one with a path to citizenship - something only congress can confer.

I really doubt it:

1. I'm 99% sure it's illegal
2. Literally the only sources I can find is Telemundo and a few re-tweets on twitter from a bunch of nobodies.
