I don't think so. I spent a lot of time poring over websites and reading through the law and I don't qualify. We even consulted several lawyers and they said that I didn't fit the requirements.
I think the problem was that the I-130 petition wasn't quite approved yet by the time I turned 21 or something.. I don't remember the exact details anymore.

My mom was an LPR, then she became a USC just after I turned 21 so my age was "frozen" at 21+some. Thta's why I don't qualify under CSPA.
