W-3 is renewable every four years without any limit, so it basically means forever. However, it has no path to citizenship. If you're on W-3 and wants to become a citizen, you need to change status into other visas with immigrant path (like H-1B, L-1, and the like) or marry a USC or have a child here and be sponsored as his parent later.

In other word, it's stupid.
