Wondering if we need to submit payment for biometrics since they're not doing them due to COVID?

Yes. Although they haven't reopened ASCs yet, USCIS has said that they would be opening at a later date. Until then, you will receive notification of your biometrics appointment via mail.

Yeah you need to still pay for it, even though they won't actually do the appointment they still run a federal background check on you.

Unless something's changed I think they're still just reusing old biometrics. So you will get the receipt notice, then a letter stating that they're reusing the old biometrics and you don't have to do them.

Yes, they will reject your applications without the biometrics payment.
