Requirements:
Continuously present in the US for 4 years before the enactment of the bill.
Younger than 18 when entered the US
Has not been convicted more than 1 year in prison or 3 offenses more than 90 days.(long list so read page 5)
Highschool diploma or GED
Pass a background check
If they meet the requirements Dreamers that were deported or voluntary departure are eligible.

Take some of my interpretations with a grain of salt.

It looks also like:

1. If you already have the college/military/employment history you skip conditional permanent residency.
2. You can file for removal of conditions otherwise as soon as you satisfy the requirements.

OH MY! This bill is dead on arrival! Only if this bill is viewed as a "vehicle" for other bipartisan amendments and clauses (read: cuts on actual number of eligible candidates, cuts on legal immigration, merit-based element, maybe some border wall as a garnish!), it may see some light of day in the Senate. Having said that, if both chambers pass the bill, the President will probably not veto it.
