Out of curiousity, does somebody actually know what goes into sponsoring a bill?

I mean do the senators just wake up one day and go "I think I should cosponsor a bill" or is this something that has to be done on a more formal level?

^^It depends on if it is the Senate or House.I don't know about the rules behind the scenes for the Senate,but in the House it is usually done Bi-partisanly.Usually two Congressional persons from either party will agree behind the scenes through their staff to formally co-sponsor a bill depending on their reasoning.

It has been explained to me it can be sorta like a competition.

It's really just a formal way of saying that they support the bill and that they are leaning towards voting in favor of the bill.
