Hey 101, I don't believe you can get a licence in Texas but you can attend college at resident tuition. If you are not already aware of this or how to go about it please check out these websites:

Thank you! i will check them out... ill b graduating in may n i am... stressn about wut ima do about college! i wuz able to take my act:) n now im thinking about applyn at a community college ....
