Two recent USCIS Memos: 6/28/18 and 7/13/18
 
This was about beneficiaries applying for I-485 which get denied would result in automatic NTA? Not even a RFIE/RFE/NOID?

Do both of the memos take effect on 9/11/18?

What if the applicant has a receipt date before 9/11/18? Do the memos still apply to them?

I think if you have a PD before 9/11/18, the memo about not issuing RFEs... will not apply.

As far as issuing NTAs, I could find an effective day. So I assume it takes effect immediately.

The NTA has been in effect since the end of June I think.
The RFE memo will be effective starting 9/11.

But I haven't found anywhere if they're retroactive or not.

6/28 does not state when it will take effect and that is what is concerning to me which has the beneficiary applying for AOS in unlawful status. Technically, the receipt date makes the alien in 'Authorized Stay' while application is pending.

I have never seen at article where it says PD/RD before 9/11/18 won't apply for NTAs?

I know about this one. Does the 9/11/18 effect date apply to both memos?

The 7/17/18 memo was for to apply for N-400 apps.

The memos also applies for RFIE too? It says RFE only.

About the NTA memo. It hasn't come into effect, as they still need to come up with the operational guidance

WOW. I see they updated this. Awesome news which means the beneficiary still can get RFE/NOID, denial but not NTA.
