Question

I live in CA and I have a SSN , on it, it says not valid for employment. I go to college here and the only thing I have is a school ID. I dont have any other ID or driver's license.

If I go to washington, can I get a license there? I have a friend there so I can use that address. What will they need? What will they ask me?
