ICE is the division of DHS that enforces immigration laws,USCIS does the actual processing of the paperwork & giving of the benefits [conditional residency] but they are definitely worse than ICE,imo.
On the article,I believe that should DHS deport a US Citizen they are absolutely obligated to doing everything in their power to return that person to the United States all on the Government's dime,not to mention the potential federal civil lawsuit that I've seen in some articles. |
