I would suggest you talk to the admissions staff at the college that you are applying to. Usually that requirement is for financial assistance considerations. It will be good for them to know your status so that they can advice you on how to apply to their school.

I am assuming that since you do not have an I-94 you did not come into this country through legal means which causes me to think that there is a likelihood that you do not have a passport.

If that is the case I would look at your country's embassy and would start asking questions as to how you will be able to get your passport, it is a very valuable document for various purposes.

What school are you trying to get into?
You need to talk to admissions and let them know of your situation. Oklahoma offers in state tuition for undocumented students. You shouldn't be asked for any type of visa.

the i-94 is the proof of entry into the united states.

I am still a bit confused, where is the passport that you used to get into the country legally. if the problem is that the passport is expired that is a relatively easy fix, I am not mexican so I do not know if the mexican consulate will be very different, but for me it was a one day ordeal, go in with expired passport, pictures and another form of ID and came out with a new passport and the old passport with a piece cut from one edge invalidating it. However, you need to research what you would need, call them ahead of time to be sure.

they apparently do not have a consulate in Oklahoma, here is a list of where they have a consulates in the US.

I do have the passport but it expired 12 years ago, so i might have to go to Kansas city to get it renewed since there is no consulate in oklahoma.
