The Dream Act would basically only help those who were brought here by their parents. Read http://en.wikipedia.org/wiki/DREAM_Act if you want more info.
Immigration reform would allow more people to become citizens. Also, immigration reform would attempt to fix other problems with immigration today by giving more visas, closing the border, etc

for DA, only students who were brought here by their parents before the age of 16 and have been here for more than 5 years are qualified. I immagine CIR will qualify not only the students, but their parents as well as long as they have a good moral standing (hasn't been convicted of crime asside from being undocumented).

Dream Act is not a reform. One of the main claims of the opposition of the DA is that this act does not fix anything and just gives another potential reason for future waves of young immigrants.

CIR addresses, or perhaps should address, the intrinsic problems with the immigration system like the inability to adjust if you don't meet very stringent conditions and others...

Actually Dream Act=immigration reform. Immigration reform means amending immigration law. Immigration reform is really an umbrella term, and the dream act is only one bill under it that would benefit only a segment of the illegal immigrant population. Comprehensive immigration reform means that it would benefit ALL illegal immigrants and not just minors (students), hence the term comprehensive.
