Don't need to, the picture thats used is the one taken at the time of fingerprinting.

I sent them just to be on the safe side, but I don't think they are mandatory.

On page 6 of I-765 it says you do. But I don't think it matters. I know people that haven't sent them. I sent them cuz I like to follow directions. But, I also know someone who forgot to sign their application so they sent them back that page and the passport pictures. So, who freaking knows. I don't think you will get an RFE asking for passport pictures.
