What if I came here when I was 16 and been here for 10 years
 

According to the requirements, I guess I won't be able to apply then even if it passes?

I came where when I was 16 years old, on Jan. 1997. Graduated from High School and was in Top 10, went to college for 3 years and had to drop out because I was not able to pay for the out of state tuition even though I had a full time job. Now the immigration reform died and the issue will not be solved within 2 years. Looks like this could be my last hope, wish I came here 1 year earlier. Thanks for your help in advance!

I would still try to apply if the Dream Act passes.

If you can prove the other requirements, like highschool diploma, etc., you may have a chance.
