Insurance without papers?

My best friend's mother missed DACA because of her age (well above the limit) and I'm just learning what insurances can do and help. Did you have insurance before DACA? If so, what can she look into to cover future issues like dental or health complications. I don't think anyone necessarily needs to have limited status to be issued insurance, no?
