He doesn’t want CHIP to be part of this because he wants to say the Democrats are shutting down the government only because of us.

Then he goes on to say that part of it will be see through (fence) and some won't be needed because of the terrain (no 2000 mile wall) I told ya'll, he will keep calling it a wall no matter what. He's not going to turn around to his base and say, guys, I didn't get a wall, but I did get us a fence!
