How does it affect DACA? It doesn't, not in any measurable quantity. USCIS has been funding itself for years and constantly upping the application fees wherever they could and despite that processing times have been only going up. Then COVID came and surprisingly people aren't really immigrating as much and a bunch of applications that require biometrics are sitting in a huge backlog since ASCs aren't open. Worst they'll furlough a bunch of employees until it blows over.

I have read that because of their budget shortfall they will have to lay off people. This could mean less agents adjudicating applications such as DACA. Prolonged the process. They have also talked about increasing cost of app forms, raising the cost of DACA permits.

In the video they are saying that they been subsidizing daca applicants with revenues from other immigrants.

It's fucking Center for Immigration studies, they lie off their ass. You can't even normally get a fee waiver for a DACA application (some exceptions that apply for maybe 20 people annually exist). If anything DACA applications are subsidizing the rest of the system. $410 x 625k every two years, that's 128M yearly.
