"Comprehensive Immigration Modernization and Vetting Act" draft leaked
This Act may be cited as the "Comprehensive Immigration Modernization
and Vetting Act" or "CIMVA". (a) FINDINGS.—Congress finds the following: (1) The U.S. immigration system is overly bureaucratic, inefficient, and lacks proper technological integration. (2) Current processes for legal immigration are unclear, discouraging highly skilled individuals from entering the workforce. (3) The Deferred Action for Childhood Arrivals (DACA) program has demonstrated successful vetting and oversight of a noncitizen population but lacks a structured pathway to permanence. (4) Immigration enforcement must balance national security with economic and workforce needs. (5) The United States has a moral and legal obligation to provide refuge for individuals fleeing persecution. (b) PURPOSE.—The purpose of this Act is— (1) to streamline legal immigration with a simplified, digital application process; (2) to create a Tiered Legal Status System for properly vetted noncitizens; (3) to establish clear pathways from temporary status to legal permanent residency (LPR); (4) to incentivize employment and education-based immigration while maintaining national security standards; and (5) to provide a fair and efficient process for asylum seekers and refugees. (a) CREATION OF A PROVISIONAL LEGAL RESIDENT (PLR) STATUS.— (1) IN GENERAL.—Individuals who meet the stringent vetting criteria described in section 7(a) may obtain Provisional Legal Resident (PLR) status. (2) BENEFITS.—PLR recipients shall receive— (A) work authorization; (B) protection from deportation (unless convicted of a felony or a crime of moral turpitude as defined in section 237(a)(2) of the Immigration and Nationality Act (8 U.S.C. 1227(a)(2))); and (C) access to driver’s licenses and tax ID numbers. (3) RESTRICTIONS.—PLR recipients shall not have access to— (A) welfare benefits (TANF, SNAP, Supplemental Security Income (SSI)); (B) federally-funded Medicaid, except for emergency services and treatment of communicable diseases as required by public health laws; (C) Social Security or Medicare (unless they become eligible through subsequent LPR status and meet the standard contribution requirements); or (D) voting rights. (4) PATHWAY TO LPR.—After five years, PLR holders may apply for LPR status if they have— (A) maintained continuous employment or enrollment in a recognized educational institution, or demonstrated significant entrepreneurial activity contributing to the U.S. economy; (B) paid taxes and filed all required Federal and State tax returns; (C) no criminal record as defined in paragraph (2)(B); and (D) demonstrated basic English language proficiency and knowledge of U.S. civics, as determined by a standardized test. (5) DURATION AND RENEWAL.— PLR status shall be valid for five years and may be renewed once for an additional five years, provided the individual continues to meet the eligibility requirements. After ten years in PLR status, individuals must either adjust to LPR status or depart the United States. I doubt its real. Too suspicious and not enough details. If they posted it before it could be cooked properly then they probably did it as bad faith to derail it. Assuming its real to begin with, which makes me HIGHLY suspicious. Where are the arbitrary and callous parts?
