Try the bank where you have your checking/saving as they already have your information and history...and try CapitalOne.

I opened my account with Citi when I was in high school..6 yrs ago without SSN nor ITIN. I updated my account a couple of weeks ago after I got my SSN. The customer service was very very polite...

Secure credit card is a good way to start if you have some money to put in. Another way is to ask someone who already have a credit card to give you a secondary card, it will help you a little bit...

I opened my checking/saving with Citibank without any SSN or ITIN. They just asked for ID and Proof of address. So far nothing bad has happened for 5 years since I've made it.
