Your LIN number is your case number since you have LIN it means your case was routed to Nebraska Service Center.
LIN- Nebraska Service Center
WAC-California Service Center
EAC- Vermont Service...

He doesn't qualify because his Visa is still valid. In order to qualify for DACA you need to proof that your out of status. Which for many is the expiration of their visa.
