So if conditional noninmigrant status is being considered, and we are denied public services ie healthcare, welfare, and student loans. Does that mean that we don't have access to our TAX PAID...

I think in the case of driving without a license it's all based on a per state, and cop cases.
Ie what might work in one state might not, and same with a cop.
