Yes you should. I went to the DMV a month ago before applying for my SSN and said I was in the process of applying for one, but they refused.

I heard that they were now approving I-821's first and then approving I-765 later (which is usually what makes it take longer, I assume.)

That's why people may be approved for Deferred Action...

You should really pay up. Not only is it the right thing to do, but it may hurt you if you get caught. Your chances of becoming a citizen will dwindle. Also, think in the perspective of the loaner....
