Correct. It's not uncommon to adjust in front of the judge, but USCIS is generally assumed to be a friendlier agency. All this is assuming you are eligible to adjust..

I'm in the process now. Have an approved I-130, but waiting for ruling on motion to terminate. If case is terminated, I'll file 485 with USCIS, otherwise will have to adjust in front of IJ.

It's always better to do both 130 and 485 before USCIS because a judge has discretion to deny one or both applications based on their assessment of your credibility, and USCIS is a "friendlier"...
