President Bush only "supported and pushed" for CIR, more specifically, a guest-worker program. He never made any reference to supporting the DREAM Act (as far as I know) and, as a quick search throughout the forum can find, the White House actually issued a statement
opposing DREAM literally hours before the vote in the Senate.
