The thinking wasn't "This person is not helpful at all, I want to let her know."
It was more of a "This person is not helpful at all... some sh*t appears in the comments, muahahaha!"

Use it, if you want, looking forward as opposed to looking at who gave what rating before, because the ratings that came before were not meant to be personal at all.
