Interesting topic,Here is my input.

Any immigration bill will be required to end illegal immigration & the public must be absolutely convinced that it can work.

-I think any CIR bill should be based on strictly Government researched facts,anything by the GAO should do followed by a Federal Government response nationwide as to why it should be implemented on the Federal level with input from Congressional districts nationwide as to what maybe enhanced,but it must be backed by logic & facts only.No polls,pundits or information will be accepted by the Government from either side of the immigration debate if there is reason to believe the information maybe politically motivated.

-All Local laws pertaining to Federal immigration laws will be repealed by citing the supremacy clause in the Constitution.

-There should be a priority system in both enforcement & legalization which can be sustainable instead of Congress just throwing money at only one particular aspect of the problem & expecting results.

-Any Immigration bill should be advocated as expanding the rights & opportunities of current US citizens.It should be written in law that US citizens & US residents be given first choice for employment before any application of a work visa could be given or authorized.Those whom are undocumented & are related to US citizens or Residents would also be given first priority in any legalization program by application.

-Employment enforcement will be strict.Any Job in the US or its territories will require pre-clearance from ICE in conjunction with a Biometric social security card[Schumer].Failure to Obtain pre-clearance on an employee is an automatic $1000 fine for every employee per day they have worked without approved clearance depending on whom is at fault,whether the employee using fake documents or the employer hiring unauthorized workers.To ensure that no workers are undocumented,a bounty system will also be used to enforce the immigration laws where employees or employers can contact Federal authorities for a sum of money for every unauthorized worker.

-The year of Registry will be updated to June 1st,2004.No applications can be made for at least 1 year after the comprehensive bill has passed to ensure the appropriate mechanisms at USCIS are in place to deal with the undocumented population.All undocumented[except those with criminal records] would be granted defacto "Witholding of Removal" with travel rights to their countries of origin while the Government expands USCIS & ICE to cope with the realistic expectations of what they will face on the Federal level in the future.There is also a 10 year cut-off date to prevent future misuse of the legalization program.Uscis shall determine what the appropriate fees are.

-Immigration Judges,Prosecutors will also be expanded to cope with the temporary increase in Immigration related cases.

-Keep the current quota system when it comes to family & employment visas but include a tiny exemption.Any Priority dates that go past 10 years for any one particular country in any visa category will automatically make Permanent visas become immediately available.

-Declare English the official language.

-Do not allow certain parts of Comprehensive reform to inhibit the progress of passing an actual immigration bill.

-Another agency would be created under DHS with Integration of all new immigrants as its mission.


This is about all I could come up with at the moment,hopefully the elected officials have better ideas.
