I live in CA, and let me tell you one thing: that law is FAR from "dumb." Just the sole fact that it would allow me to get a driver's license is enough for me. Boarding a plane would be nice, and doing other thing is nice too, but they're beyond my worries at this point. Just by having a DL I could drive to wherever I want, without having to panic at the thought that I might get stoped and be in a **** load of trouble.
