You don't have to sound like a victim! Mention it but make sure to focus on how it has made you a stronger person, don't make it seem like such a negative thing. Showing that you were able to persevere will be a HUGE plus.
I say you try applying to schools where you might be able to get a full ride, regardless of what state they are in.
