LOL. i actually have cosmetic tattooing done on my face. and no, most people don't even notice. and besides, tattooing no longer comes with the stigma of the person being a degenerate.
any douche bag can get a tattoo. believe me, immigration will be looking at your criminal record over how many tattoos you have. and if you keep them hiding, who will know?
