OK--I found some decent info that suggests there are 700,000 - 800,000 green cards issued every year, so the 1.8 million in new green card orders this year is about 2.5 times the norm...sounds like a good way to jump start whatever DHS is expecting.

I found some #'s on the Green cards
Okay per the U.S Legal Permanent Residents:2008 by Homeland Security;

There were a total of 1,107,126 granted green cards. Out of these #'s 466,558 were new arrivals and 640, 568 adjusted status meaning they were already here in the U.S. I cannot attach the link (dont know how).

does USCIS buy out the green cards every year or every other year? do you know?
