Well then the laws should make it easier to sponsor immigrants to shorten the process if there is a shortage of nurses in the USA (which there are). If there is a shortage, I doubt there are "limited" spots in nursing programs. That would seem counterintuitive.
If the legal system allows it, I don't see anything "monstrous" in applying LEGALLY to be able to work as a nurse. If you continue with your judgmental rhetoric, begone.
