Believe it or not, you still got plenty of time, and you have something that most of us didn't have when the DA was first introduced which is the knowledge that promises aren't necessarily guarantees.
If you are serious about going to college and your gpa is as good as you say then you will have no problems finding some university that will take you with a full tuition covered, there have been people on here who got that. The problem will be expecting a full ride from one particular university simply based on your academics.
One serious advice I can give you is to really think about what you want to study or better yet study something that you are interested in yet something that will allow you to get a job somewhere else in case the DA doesn't pass.
