A s far as I know you don't need a bank account to get an ITIN..ITIN is meant for tax purposes ONLY. I would recommend you to go to a compaby such is HR&Block. I know it is more expensive than doing it yourself (you can actually do it yourself), or going to a local agency. however, if there is a mistake on the application the the company such is HR&Block has to respond in your behalf. You should only need your ID (whatever country you are from, even better passport), I think birth certificate, and your tax form...you can call HR&Block and they will tell you what to bring to get it.
