I understand creating a points system like in Canada, BUT would that mean that he will eliminate family sponsorship petitions??.. hes saying that you can't bring your spouse anymore? or your parents?...

I don't think they would phase out marriage and family-based petitions.

Great Britain's immigration system still has a family component to it (marriage, children/dependents) and they use a points based system for workers. Canada also allows for you to sponsor relatives (spouse, common-law partner, conjugal partner, dependent child, parents or grandparents) if you're a Canadian citizen or permanent resident. But, the new system may make it impossible for USCs and PRs to sponsor certain relatives. Currently, a USC can petition for siblings, and that may change with this new system.

The points based system would be in place to manage the influx of skilled and unskilled workers.
