I thought it was a rarity, but maybe half the people who've replied to this post are saying that they have DLs, and I'm pretty surprised by that. Yes, i got mine from Oregon in 2003 when it was possible. Relatives near Portland at the time told my parents and i that it was possible to do so there without a social. Now i think it is down right impossible to do so because they have been cracking down on this. Best odds are now in the states of Washington and New Mexico that i know of.
