The DREAM Act has already been introduced "on the floor." There is no such parliamentary rule or custom where 40 c0sponsors are needed to introduce a bill on the floor; some bills are introduced with none. Even if you're referring simply to bringing the bill up for a vote, there is no 40 cosponsor threshold.
The most cosponsors DREAM has ever had was 47 in the 108th Congress (January '03-January '05). DREAM was passed in committee that session, but it was never brought before the full Senate.
