Blaming Obama looks like a political move, because Obama can only make speeches and prod and poke Congress. He can't control or bully Congress, he can't overturn Republican opposition, he can't write or pass the bill on his own. This is the case with any president- he can't go beyond the limits of his office.

I just don't see how Obama is at fault here.
