That would make be believe that as long as you have lived in TX for an entire year then you would be able to qualify for in-state tuition, although that is just my interpretation of how things are worded... but I'm always wrong, lol, so don't trust me, hah. You should call or e-mail a university here in TX with your question. Are you already living in TX or you would like to move here? It's funny how I'm so desperate to get out of this place yet many ppl. seem to want to come live here.
