I don't think so. Not prolly until Obama get reelected and near leaving season maybe. We can't also predict how long Reid can be influential in his party.
Canada is based on point system. If you get over the minimal point like 67, you are most likely qualified I heard. Since most of us will have high education degree (MA or MS gives you full 25 points) and most of us are fluent in English, so that is like another 18 points. All of us are under 49, so get max points there as well. I think 10 points for that. If you are fluent in French it helps a lot. 8 points. And you will need some sort of work experience in your home country that will be related to your job in Canada. Meanwhile you need to have over 10K Canadain dollars minimum unless Canadian company want to hire you. So save your money in your home country or even now.
I think you get like big 14+ points there. And you can get another big points if Canadian company want to hire you. If you got family there, that gives more points. So yeah... Not too bad if you do your best.

Sometimes, you have to put yourself in 30+ people's shoes. I know I am well under 30 but I would feel so disappointed if I would be excluded. I do hope 30+ people can benefit later, not too long from current bill if it ever passes. I really think they deserve some chances too but oh well... at least hurting them wouldn't be so nice to them...

Brazil is really fast economic growing country but believe it or not, just about 1-2 years ago, they had amnesty for undocumented immigrants in Brazil. I think it was like February 2009 and they accepted to citizen anyone who had come to Brazil 1 month prior. But I hear that Brazil can be dangerous. The rich and the poor gap is like the highest and many crimes are reported from what I read.
I would rather suggest like Canada, NZ, or Australia. They have much clear immigration system,, which I consider now.
