The only way would be through a civilian militia founded by some nefarious schemes or a millionaire philanthropist. Even then, the government would aide the cartels because it's a covert government run trade.
If only it were not covert, legalized and heavily taxed, there would be even a chance to make a tangible solution to annihilate cartels. Cartels are gov. henchmen. That is all.
