People living in Utah or moving there will still face challenges. The guest worker program only allows you to work in places short of labor. They are specifically pushing to work with the Mexican government (specifically the state of Nuevo Leon), so you probably will not qualify.

If having a guest worker permit meant you can work anywhere you wish, then Utah would be the ideal place to move. We could all live a normal life by holding a job and driving a car using a Utah driving privilege card.
