The IL DREAM Act does not violate any federal law. Everything will be state based benefits and it will NOT issue social security numbers because that is a federal thing by the Social Security Administration. It will only allow us dreamies to use our ITIN to apply for college scholarships and some college savings programs.

The driver's certificate, if it is part of the passed bill, would not be equal to a regular drivers license. It would be a separate permit allowing us to move around.

It is completely constitutional. Don't worry, unlike Arizona's law, which trumps on the federal government's constitutional responsibility to control immigration.
