Capital One approved my application, then they require a state issued ID.
I was able to meet all other required documents but since I only had a valid passport they denied it. I ended up in a local branch and spoke with a branch manager.
She was very polite but after talking to the credit card department over the phone, she didn't have any authority to approve without a state/federal issued ID. Her suggestion was to obtain debit card first because they only require an ID, build up some sort of trust between the bank and then issue the credit card because they won't ask for my state ID...
sounds ridiculous?
