The reason I closed it was we are getting too many separate threads of a similar topic, and this is turn makes it harder for other posters to get the answers when they have the same questions, and thus causes them to open another thread about the same topic.

Your question has been asked before and until we get more detailed instructions, I don't think anyone can give you a definitive yes or no answer. The best option is to get an official if you can (keep the transcript in the sealed envelope for the moment). If you can't, unofficial should carry some weight in showing your eligibility.
