Bios are what hold a application back. I had a typo some time back and called it in and I talked to some one that had my case and she told me that my application is still pending because the bios were pending. That was after a month of doing bios that I noticed the typo in my letter that they sent me for my bio appointment. So that should shine light on something's. I've gotten a few tickets that i paid off I'm guessing that's why it took a while because they need to see what the tickets were of and if I'm not wanted or anything. The FBIs Job is to get all ur history together in a packet and send it with your application then the officer double checks ur applications info to make sure ur info is legit and they make a the call on whether ur approved or not depending on back ground and the info that u produced
